On 14 January 1995 UN officials announced the nomination of Major General Joseph W. Kinzer, Deputy Commanding General, U.S. Fifth Army, to command UNMIH forces. UN Security Council anticipates passing a resolution that Haiti has attained a "stable and secure environment" to begin the sixty-day process of turning the operation over from the MNF to the UNMIH forces.
